You must have a valid permit to move bees into or out of Victoria. Permits can be obtained here: https://agriculture.vic.gov.au/biosecurity/pest-insects-and-mites/priority-pest-insects-and-mites/varroa-mite-of-honey-bees/beekeeper-permits.
